ENERGY: Cyprus, Greece and Egypt call on Turkey to end activity in EEZ

The Ministers of Foreign Affairs of Cyprus, Greece and Egypt, Ioannis Kasoulides, Evangelos Venizelos and Sameh Hassan Shoukry respectively, have called on Turkey to terminate all unauthorised seismic operations in Cyprus` exclusive economic zone and refrain from any similar activity in the future.

The three Ministers met on Wednesday in Nicosia and, according to Kasoulides, called on all countries to respect Cyprus` sovereign rights.

Kasoulides added that cooperation between Cyprus, Greece and Egypt could act as a model for regional dialogue, thus contributing to establishing peace in the region.

The three Ministers stressed that their cooperation did not turn against any other state but acted as an example to be followed by countries wishing for stability and cooperation.

They also decided to expand cooperation to all levels, including cooperation within international organisations and conferences, and furthermore signed an agreement for cooperation in the sector of tourism.

Speaking after the meeting, Kasoulides said the three sides examined the progress in trilateral political consultations and expressed the view that they could act as a model for regional dialogue and cooperation, thus contributing to peace and stability in the Eastern Mediterranean.

He said they also agreed to extend the dialogue to all levels, including close cooperation within international organisations and conferences, as well as efforts to strengthen the relationship between the EU and the Arab world.

Kasoulides added that he briefed his counterparts on the recent illegal actions of Turkey in Cyprus` exclusive economic zone, and noted that the three Ministers pointed out that such arbitrary and unilateral actions further undermine the stability and security of the region of the Eastern Mediterranean and the Middle East.

He also expressed commitment and respect to international law, including the UN Convention of the Law of the Sea, to which all three countries are state parties, and said they called on all states to respect the sovereign rights and jurisdiction of the Republic of Cyprus over its exclusive economic zone and called on Turkey to cease all seismic survey operations underway within the maritime zones of Cyprus and refrain from similar activity in the future.

This cooperation, he said, did not turn against any other country but on the contrary constituted an example for all countries who wished to cooperate together or separately to promote stability and peace in the Eastern Mediterranean.

Asked about the trilateral summit in Cairo, Kasoulides said the fact that it would be held on a head of state and government level sent a strong message that the three countries would do their utmost to contribute to peace and stability in the region.

Kasoulides said that the three Ministers reiterated their shared conviction that the discovery of important hydrocarbons reserves in the Eastern Mediterranean could and must serve as a catalyst for a broader cooperation on a regional level, contributing thus to the peace and stability in the region.

He added that, in highlighting the regional importance of cooperation on energy and the intensification of exploration activities in the eastern Mediterranean, they expressed their eagerness to jointly work on the protection of the marine environment of the Mediterranean Sea against pollution resulting from hydrocarbon operations.

Furthermore, Kasouldes said they agreed to work closely together with a view to enhancing tourism cooperation including developing joint tourism packages and enhancing the maritime connection between the three countries.

Referring to terrorism, Kasoulides said recent events in the region, Syria, Iraq, Gaza and Libya, as well as the terrorist attacks in Sinai, highlighted that terrorism is clearly a threat that transcends national boundaries.

Asked if the search and rescue agreement between Cyprus and Greece could include Egypt, Kasoulides said this was not discussed but noted that the search and rescue responsibility reflected each country`s FIR, so each country knew its area of responsibility, but there was nothing to stop the countries cooperating in a situation in each other`s zones of responsibility.

Venizelos said the trilateral meetings had become substantive and that the forthcoming trilateral summit was sending the message of the political upgrading of the cooperation.

He said discussions were substantive and that the three countries shared the same concerns and had the same strong will to play a stabilising role in the region.

He pointed out that Egypt was a key country in all positive developments in the region due to its size and history, while Cyprus and Greece, as EU member states, as well as Mediterranean countries with a close proximity to the crisis region, and that the three created a triangle of added value for the countries themselves, the EU and Euro-Mediterranean cooperation in general.

Referring to Turkish provocations in Cyprus` exclusive economic zone, Venizelos said the violation of the Law of the Sea must end the soonest possible, noting that this would facilitate the resumption of negotiations for a solution to the Cyprus problem and the return of Turkey to its EU membership prospects.

He added that the three Ministers discussed in depth energy policy, the Law of the Sea, and cooperation in the tourism sector.

The Foreign Minister of Egypt said that the three countries have common values of mutual cooperation and stability and peace in the area adding that this is necessary for the people in order to obtain their aspirations in terms of their development.

He said that during their meeting they addressed a wide range of regional and international issues of mutual concern and noted that there was a consensus on many of the issues that they discussed and the manner with which they should deal with the common challenges they face. He added that the three countries have the desire and hope to further consolidate this level of trilateral cooperation in order to become a model of cooperation in the Eastern Mediterranean in addressing the challenges that exist.

He underlined that this is an effort of a positive nature, which provides the framework to address the mutual concerns in a peaceful manner.

Asked about the cooperation between Egypt and Cyprus, he said that the cooperation that exists and the legal instruments that have been agreed between the two countries will be implemented in good faith and spirit of cooperation in the context of international law that governs issues related to all areas of cooperation and economic development related to the law of the sea.

“We are hopeful that all activity within the context of the eastern Mediterranean will conform to international regulations and instruments and understandings that are based on good neighbourly relations as guiding principles of international relations. This is important to maintain the stability in the region”, he stressed.

Asked whether the search and rescue agreement signed recently between Cyprus and Greece will include Egypt, he said that this is an important area that they will deal with at the appropriated technical and political level, in order to obtain the best results.
