MK, Adv. Orit Farkash – Hacohen, is a graduate of the Faculty of Law at the Hebrew University of Jerusalem and clerked for Supreme Court Justice Dalia Dorner in Jerusalem. After her clerkship she worked for a leading law firm in the private sector, only to return the public world as the head of the litigation team at the legal department of the Israeli Antitrust Authority.
In 2003 she was appointed legal advisor to the Electricity Authority.
In 2006-2007, she studied for her master's degree in public administration at Harvard University as part of the Wexner Foundation's program in Israel.
She was later been appointed as Chairperson and Director General of the Israeli Public Utilities Authority (Electricity), a position she held for five years (2011-2016).
During her tenure as chairperson of the Israeli Public Utilities (Electricity) Authority, MK Farkash Hacohen opened the market for electricity production to competition in Israel, as well as encouraged the “birth" of the clean electricity industry from renewable energies in Israel.
As of 2015, Israel has 6 private power stations that produce electricity from natural gas. As chairperson, she worked on the settlement and integration of historical private electricity providers, with more than 140 kibbutzim and four Druze villages joining the arrangement.
In addition, during this period, MK Farkash Hacohen focused on deepening the government supervision of the Israel Electric Corporation’s (IEC) financial conduct. She had alerted the public to the existence of a trust account, put up for Corporation employees, which included over 1 billion NIS of electricity consumers' money, and demanded that the Corporation’s management act immediately to release these funds.
Another move led by MK Farkash Hacohen, as chairman of the Authority, was the amendment of the accounting reporting model of the IEC, to the Israel Electric Corporation Background Changes in Capitalization of the Corporation’s capital commitments in accordance with the definition of a deep market in Israel.
In 2015, after the government's failure to form a competitive natural gas market, the Electricity Authority, headed by Farkash Hacohen, warned Prime Minister Benjamin Netanyahu and Minister of National Infrastructures, Energy and Water Yuval Steinitz about the need to urgently address the fundamental failures in the structure of the Israeli natural gas industry. This failure led to excessively lenient gas agreements, high natural gas prices, and mechanisms like Linkage Exceptions.
The Electricity Authority, under Farkash Hacohen's leadership, refused to charge the public excessive natural gas prices, and was the only government body to publicly express their misgivings with the deal and the expected natural gas prices.
Following Farkash Hacohen’s warning to Netanyahu and Steinitz, the layout of the natural gas industry in Israel was formulated - which is based in essence on a monopolistic agreement with the natural gas companies. However, the Electricity Authority was excluded from this process and the government did not deal with natural gas prices in the agreements, a failure against which Farkash Hacohen warned.
In addition to this exclusion, in the wake of her professional position, Farkash Hacohen completed her tenure as head of the Electricity Authority, as requested by the Prime Minister.
In recent years, Farkash Hacohen she was a partner at Goldfarb Seligman, a leading law firm in Israel, where she directed the Energy and Infrastructure practice.
Furthermore, she has been a visiting fellow at the Consortium for Energy Policy Research, The Harvard Electricity Policy Group (HEPG) at the Center for Business and Government at Harvard University’s Kennedy School of Government (The Harvard Kennedy School, Cambridge, USA). She is a member of this prestigious group of experts (The HEPG), which gathers on several occasions every year.
Today Orit Farkash Hacohen is a Member of Knesset for the "Blue and White" alliance and is the Opposition Coordinator in the Knesset Finance Committee.
אורית פרקש-הכהן ילידת ישראל. בעלת תואר ראשון במשפטים מהאוניברסיטה העברית ותואר שני במנהל ציבורי מאוניברסיטת הארוורד שבמסצ'וסטס, ארה"ב, ובנוסף עמיתת מחקר של קבוצת HEPG באוניברסיטת הרווארד.
התמחתה אצל השופטת דליה דורנר בבית המשפט המחוזי ובבית המשפט העליון ולאחר מכן התמחתה במשרד א.ש. שמרון, י. מלכו, פרסקי ושות', שם גם נשארה והמשיכה לעבוד. לאחר חמש שנים החלה לעבוד במחלקה המשפטית של רשות התחרות שם שימשה ראש צוות ליטיגציה כחמש שנים וניהלה תיקים שנגעו לפגיעה בתחרות על ידי גורמים מסחריים.
ב-2003 מונתה ליועצת המשפטית של רשות החשמל. בספטמבר 2011 מונתה ליושבת ראש של רשות החשמל, תפקיד בו כיהנה עד שנת 2016. היא הייתה האישה הראשונה שמונתה בתפקיד זה.
בתקופת כהונתה של פרקש-הכהן כיו"ר רשות החשמל חלו במשק החשמל מספר פריצות דרך היסטוריות:
א. החלה תחרות היסטורית בייצור חשמל בישראל והחלו לפעול יצרניות כוח פרטיות בשיעורים משמעותיים.
ב. בפעם הראשונה הוקמה וקודמה תחנת יצור חשמל סולרי בישראל.
ג. במהלך שנות כהונתה, הרשות קידמה מתווה לקידום מחלקי חשמל פרטיים היסטוריים, במסגרתם הצטרפו להסדרת פעילותם מאות קיבוצים וארבעה כפרים דרוזיים. בכך נוצר הבסיס לרפורמה ולתהליכים המתקדמים במשרד האנרגיה.
עו"ד פרקש-הכהן הייתה שותפה מלאה לפיתוחה ולגיבושה של תעשיית יצור החשמל הפרטי בהיקף הולך וגדל, לצד סיוע בפתיחת תעשיית האנרגיה המתחדשת בישראל וקידומה.
בשנת 2015, התריעה פרקש-הכהן, מתוקף פקידה כיושבת ראש רשות החשמל, בפני ראש הממשלה ושר התשתיות הלאומיות, האנרגיה והמים בצורך בטיפול דחוף במחירי הגז הגבוה לציבור מטעם מונופול הגז בישראל. היא הייתה הפקידה היחידה שהציפה נושא זה בפומבי.
ב-2017 הצטרפה למשרד עורכי הדין גולדפרב זליגמן כשותפה, שם הקימה את מחלקת האנרגיה, הרגולציה והתשתיות – בראשה גם עמדה.
לצד עיסוקיה, עו"ד פרקש-הכהן שימשה כמרצה אורחת בבית הספר לרגולציה במכון האוניברסיטאי האירופי שבפירנצה: the Florence School of Regulation, the European University Institute-FSR .
פרקש-הכהן שימשה כמרצה בקורס דיני אנרגיה ורגולציה, במרכז האקדמי למשפט ולעסקים וכן לאחרונה כמרצה אורחת באוניברסיטה העברית, בתחום הרגולציה הכלכלית.
בשנת 2019 הצטרפה למפלגת חוסן לישראל ומוקמה במקום התשיעי. לאחר השתלבות המפלגה ברשימת כחול לבן, מוקמה במקום החמישה עשר. באפריל 2019 נבחרה לכהן בכנסת ה-21.

בשנת 2008 פרסמה עו"ד פרקש-הכהן מאמר משפטי בתחום דיני התקשורת - "שיקולי חדשנות טכנולוגית בבחינת מיזוגים לפי דיני ההגבלים העסקיים בישראל - מקרה בזק די.בי.אס", אשר צוטט בפסיקת בית המשפט העליון.
בשנת 2018 פורסם באוניברסיטת הרווארד מאמרה Facing a Gas Monopoly: The Power Game, בביה"ס לממשל על שם קנדי, בהיותה עמותה ב-HEPG.
