2022CEO Blilious Group - Udi currently serves as the CEO of Blilious Group, which is involved in the transportation and energy sectors. In this role, he oversees various activities, including vehicle import, public transportation operation and energy storage. The group comprises several companies, such as Superbus Group, Auto-Chen, Golden Dragon, and BLenergy. Adiri joined the Ministry of Energy after gaining extensive experience in the Budget Division of the Israeli Ministry of Finance, where he began his career in 2005 as a transportation referent. During the years 2013 - 2017, Adiri served as Deputy Commissioner of Budgets. During his work in the Ministry of Finance, Adiri established and conducted the budgets of governmental bodies operating in the areas of Infrastructure, Transportation, Energy, Minerals, Water and Agriculture. Adiri led complex processes including negotiations with government, private and public bodies, initiated structural reforms, and promoted national projects. At the Ministry of Energy, Adiri led a comprehensive work to determine the fuel mixture for 2030, targeting, inter alia, 30% renewable energy by 2030 and phasing out the use of coal for electricity production by 2025. In addition, Adiri promoted an extensive reform with Israel Electric Corporation and takes an active part in its application. There were many significant processes that were promoted during his term, including the development of Leviathan natural gas field, natural gas export to Jordan and Egypt and several regional cooperations including the EMGF establishment and promoting Euro-Asia interconnector. Adiri leads the Israeli delegation at the negotiations for determining the maritime border with Lebanon from 2000 until September 2022. During the years 2017-2020 Adiri was also responsible for the water sector and promoted significant processes, including the national program dealing with drought, comprehensive reform at Mekorot and was the head of a public inquiry regarding salinity at desalination facilities. Adiri is a graduate of Tel Aviv University in Economics and History, has an MA in Economics from Tel Aviv University (2010), and an MA in Public Administration from Harvard University (2013). Adiri served in the military, during his compulsory service, permanent service and reserves service, as a combat soldier and commander in the Armored Corps (Major).

Giora is the CEO of OPC Energy, an energy company incorporated in 2010 and traded on the Tel Aviv Stock Exchange (TASE:OPCE). OPC operates in Israel and in the United States, generating power with maximum energy efficiency and state-of-the-art technologies. In Israel, OPC is the first private electricity company, currently operating approximately 600MW of natural gas-fired power plants, with additional 600MW under construction. In the United States, OPC operates through CPV Group, that was purchased in the beginning of 2021. CPV Group was incorporated in 1999 and since its inception has initiated and constructed power plants with a total capacity of approximately 15GW, of which approximately 5GW wind energy. Giora holds a BA in economics from The Tel Aviv University, enjoys running, snowboarding and trekking. Giora is married with three girls and lives in Tel Aviv, Israel.

Eli Asulin - CEO of Dorad Energy Mr. Asulin has 29 years of experience in managing, construction, and commissioning of the big CC power plants. From 2011 he is the CEO of Dorad Power plant, a private 860-megawatt CC power plant. Prior to this position, Mr Asulin worked in the Israel Electric Company for 19 years in various senior positions. Tal Avishai is the head of the Long-term Policy and Strategic Projects Division at the Israeli Ministry of Energy and Infrastructures, leading the energy plan for the "Tkuma" region, development of energy economic models and the plan for the energy sector in Israel for 2050. Prior to her current role, Tal was a project leader at the Israeli Ministry of Transport. Including overall responsibility for priority lanes (bus and HOV lanes), as well as mass-transit projects, congestion fee, and other supportive projects. This involved policy development, budgeting, planning, and execution. Tal is a lawyer and a mediator, with an LL.B. degree from Bar Ilan University and an M.A. in Public Policy from the Hebrew University of Jerusalem.

Chen Bar-Yoseph has been the director of the Natural Resources Administration at the Ministry of Energy and Infrastructure for the past year. In this role, he led the approval of the operation for the Karish rig and together with his team he overlooks the managment of the current production from the rig. In addition, he led the fourth Bid Round process for natural gas exploration in Israels Exclusive Economic Zone, a process in which two winning groups have already been announced, including the British gas giant BP, Italian Eni and Azeri SOCAR, together with other Israeli and foreign companies. He recently promoted the authorization of exports to the Tamar reservoir, an authorization that will strengthen Israel's geopolitical position in the region and increase the state's revenues. In the coming year, he is expected to concentrate on the work of the committee to examine the possibilities of exporting natural gas from new reservoirs. Chen holds a degree in business administration with a specialization in finance and information systems from the Hebrew University of Jerusalem Bar-Yoseph also serves as the director of the Fuel and Gas Administration in the ministry and led a number of dramatic reforms in this economy. Among other things, he led the technological and competitive revolution of the universal fuel system, the infrastructure team for determining the fuel and LPG systems required for the Israeli economy after and as refining in the Haifa Bay ceases, promoted the legislation of the Domestic Gas Safety Law and established rules for providing adequate service in this area, and led the The price committee for determining the maximum price for gasoline These determinations led to annual savings of approximately NIS 400 million each year for the citizens of Israel.

Master's in Finance (ESPC Europe), +16 years' experience in managing large working teams and initiating new yielding business opportunities; I have filled positions in Israel and abroad in Société Générale, WestLB, Dexia, Midroog (Moody's) and currently at Mizrahi Tefahot Bank, as the Project Finance Department Manager. Under my management at Mizrahi Tefahot, the Bank has arranged lines of credit for project finance transactions in the vicinity of NIS 14 billion and participated in these transactions in substantial amounts. Such transactions include around 2,000 megawatts in power projects, underlined by a variety of technologies including: conventional, co-generation, pumped-storage and renewable; of which stands out the financing of Ramat Hovav (Orot Yosef) – as Israel's largest energy project. In the recent months, the Bank has arranged the Ashdod Desalination Refinance transaction and closed the huge transportation project of the Fast Lanes to Tel-Aviv. These days, the bank has engaged in reaching financial close for yet another enormous project – the Light Train of Tel-Aviv Green Line. My goal is to retain the bank's position as a leading player in the project finance field in Israel and enlarge market share.

Yaakov (Kobi) Blitshtein is Director General of the Ministry of Energy and infrastructure since January 2023. Director General Blitshtein, began his professional career in the public sector in September 2011, when he was appointed Head of "The National Roads Company in Israel" (Netivei Israel) at the Ministry of Transport. Mr. Blitshtein also served as a Deputy Director at the Ministry of Transport until September 2016. In these roles, he was involved in the management of large-scale transportation infrastructure projects, including the planning and layout of railroads and construction of roads throughout the country. In November 2020, with the appointment of Minister Israel Katz at the Ministry of Finance, Mr. Blitshtein was appointed Chairman of the National Infrastructure program at the Ministry of Finance. In this role, he was responsible for the acceleration of national infrastructure and the implementation of government policy. From February 2021 to August 2021, Blitshtein held the position of Acting Director General of the Ministry of Finance. Before assuming the position of Director General of the Ministry of Energy and infrastructure, served as the head of the Transportation Directorate in the Rishon LeZion Municipality. Mr. Blitshtein holds a bachelor's degree in economics, sociology and political science (B.A), a bachelor's degree in law (L.L.B) and a master's degree in business administration (M.B.A) from Ono Academic College.

בליטשטיין החל את דרכו המקצועית בשירות הציבורי בספטמבר 2011 כאשר מונה לתפקיד ראש מנהלת תכנית "נתיבי ישראל" במשרד התחבורה. במסגרת התפקיד עסק בניהול פרויקטים תשתיתים תחבורתיים רחבי היקף בהם תכנון ופריסה של מסילות רכבת ותכנון סלילת כבישים ברחבי הארץ. מנובמבר 2013 כיהן במקביל כסמנכ"ל מנהל ומשאבי אנוש במשרד התחבורה. במסגרת זו ניהל את כל תחום משאבי האנוש, המנהל, הלוגיסטיקה הרכש והתקציבים במשרד, כמו כן עסק בקידום רפורמות ושינויים מבניים לשיפור השירות לאזרח. מספטמבר 2016 מונה למשנה מנכ"ל משרד התחבורה וסמנכ"ל תכנון ופיתוח תשתיות. במסגרת זו היה אחראי על ניהול מנהל תכנון ופיתוח תשתיות, אשר אמון על פיתוחה והבטחת קיומה של תשתית התחבורה היבשתית של ישראל. עם כניסתו של השר ישראל כ"ץ למשרד האוצר, מונה בליטשטיין בנובמבר 2020 לתפקיד יו"ר מטה התשתיות הלאומיות במשרד האוצר. התפקיד כלל אחריות על האצת התשתיות הלאומיות במשק ויישום מדיניות הממשלה לקידום פרויקטי תשתית לאומית. מפברואר 2021 עד אוגוסט 2021 כיהן כממלא מקום מנכ"ל משרד האוצר. בתפקידו האחרון, לפני כניסתו לתפקיד מנכ"ל משרד האנרגיה, כיהן כראש מנהלת תחבורה בעיריית ראשון לציון. בליטשטיין הוא אלוף-משנה במילואים. במהלך שירותו כיהן במגוון תפקידי פיקוד ומטה במערך התקשוב של צה"ל. בעל תואר ראשון במשפטים מהקריה האקדמית אונו, תואר ראשון בכלכלה, סוציולוגיה ומדעי המדינה מאוניברסיטת בר אילן ותואר שני במנהל עסקים מאוניברסיטת תל-אביב.

MK Eli (Eliyahu) Cohen is serving as the Minister of Energy and Infrastructures since January 2024. Prior to that he served for a year as the Minister of Foreign Affairs of the State of Israel. Appointed by Prime Minister Netanyahu in December 2022, Mr. Cohen also serves as a member of the Security Cabinet of the government of Israel, and of the Twenty-fifth Knesset representing the Likud party, being the third on the party's list. Mr. Cohen was previously the Minister of the Economy and Industry (2017-2020), Minister of Intelligence (2020-2021), there, among other things, held negotiations with Sudan, towards normalization, and was a member of the Security Cabinet. Prior to his appointment as Minister of the Economy and Industry, Mr. Cohen chaired the Reform Committee of the parliament. As chairman of this committee, Cohen led the parliamentary work related to several major reforms inter alia the banking system in Israel, technical standards, capital market, pension, housing and real-estate. In addition to his capacity as chairman of the Reform Committee, Mr. Cohen has promoted various private bills mainly in the pension and housing fields. Before joining politics, Mr. Cohen held various positions in major Israeli Financial Companies. Cohen headed the Economic sector of the accounting and consulting firm- BDO Ziv Haft, then he moved to the credit rating company “S&P” where he headed its Corporate division. Cohen’s last position in the private sector was Senior Vice President of the Israeli Insurance Company ILDC (The Israel Land Development Company). In the latter, Cohen was responsible for the ongoing management of the group’s companies and served as a member of the board in all the companies within the group. Mr. Cohen, CPA, holds an MBA degree majoring in accounting and finance from the Tel Aviv University, a BA in Accounting from the Tel Aviv University and a BA in Management and Economics from the Open University of Israel, later served as a lecturer at Tel Aviv University in the fields of management, finance and accounting. Mr. Cohen completed his military service in the Air Force and was discharged with the rank of Major. Born in 1972, in the city of Holon, Mr. Cohen is married and has four children

Over 15 years of experience in consulting, sponsoring and financing project finance transactions in a variety of companies, such as: BDO, Discount Bank, and Shikun & Binui. For several years, I held the position of the CFO in the economic company of the College of Management and managed the financial closing of the student dormitory project. I also deliver courses in economy at the same institute. Two years at Mizrahi Tefahot Bank, I am responsible for managing the financial closing of various infrastructure projects, such as: military/civil building under PFI as well as energy and renewable energy projects. I have led the closing of transactions in excess of NIS 5 billion.

מעל 15 שנים בתחום מימון פרויקטים במגוון תפקידי ייעוץ, ייזום ובנקאות להשקעות בחברות, כגון: BDO, בנק דיסקונט ושיכון ובינוי. במשך מספר שנים מילאתי תפקיד של סמנכ"ל כספים בחברה הכלכלית של המכללה למנהל וליוויתי את הסגירה הפיננסית של פרויקט מעונות הסטודנטים. לצד האמור, משמש מרצה לכלכלה במכללה למנהל. מזה כשנתיים בבנק מזרחי טפחות, אני אחראי על ניהול הסגירה הפיננסית של פרויקטים בכל ענפי התשתיות: בינוי אזרחי/צבאי במסגרת PFI וכן פרויקטים בענפי האנרגיה והאנרגיה המתחדשת. במסגרת עבודתי בבנק, הובלתי סגירות של פרויקטים בהיקף העולה על 5 מיליארד ₪.

Shon Dana is the CEO of Ignite the Spark, the Energy Tech Community of Israel. The Infrastructure and Projects Division is responsible for initiating and advancing projects carried out in conjunction with the private sector using the PPP (Public Private Partnership) model. The projects currently implemented are concentrated in the fields of transportation, water, energy, construction and the environment. Through the ministries’ accountants, the division is responsible for implementing the budgets of: the Ministry of Transportation, the Ministry of Energy, and the Water Authority. In addition, by virtue of its designation, the division facilitates financial processes connected to the division’s ministries.

Moshe Davidovitz, Married to Keren and father of May, Paz and Or. Born and raised in Akko, and living for a decade in Moshav Bustan Hagalil. He served in the IDF as an ordnance officer in the Armored Corps. He served for several years in multiple public positions: CEO of Akko Municipality (When he was 25 years old), CEO of the authority of Galilee's development when Shimon Peres was the minister of the Galilee and Deputy of Matte Asher Regional Council's mayor. For the last 5 years, Davidovitz serves as Matte Asher Regional Council's mayor and the head of the "northern conflict zone forum" - a forum that represents 20 municipalities near the border with Lebanon and Syria. "It is a privilege to live near the border and keep the border of Israel. However, we experience a lot of struggles and complications although it appears that the northern border is silent. We all should remember that Iran and Hamas have militias in Lebanon and they are collecting data about us everyday with drowns".

Dr. Shahar Dolev is the head of models development and long-term policy unit in the Planning, Policy and Strategy Division of the Ministry of Energy. In this position he develops models for assessing Israel’s energy demand as well as examining the energy sector under different scenarios of a very high penetration of renewable and clean energy sources. Based on these models he writes the Ministry of Energy's road map for a low-carbon energy sector for the year 2050.

Dr. Shira Efron is the Diane and Guilford Glazer Foundation Senior Director of Policy Research at Israel Policy Forum, and a special climate change advisor to Israel’s Ministry of Defense. She is also the co-chair of the subgroup on regional cooperation of President Herzog's climate forum and until October 2023, served as a climate advisor to Israel's National Security Council. Concurrently, Dr. Efron is also a visiting professor at Reichman University where she teaches about the climate security nexus. Previously, she spent over 15 years with U.S. think tanks, including RAND, where she founded and led the Israel program, the Center for American Progress and Middle East Institute. She has a PhD and MPhil in policy analysis from the Pardee RAND Graduate School, an MA in international relations/international business from New York University, and a BSc in biology (major) and computer science (minor) from Tel Aviv University.

professor Itay Fischhendler is a full professor at the geography department at the Hebrew University of Jerusalem. His research interests focus on environmental conflict resolution, natural resources governance, and decision-making under conditions of political and environmental uncertainties. Itay is now engaged in research related to the politics of energy infrastructure and energy diplomacy, including energy sanctions. Many of Itay’s studies take a critical approach, often by the use of discourse analysis and content analysis, of planning and building protocols of national infrastructure, such as energy and water.

Eng. Avner Flor is the Deputy Director at the Ministry of Transport Authority of Israel, Avner is responsible for all the vehicle regulatory aspects including homologation, registration and implementation of vehicles in Israel. Among other responsibilities he oversees the Autonomous Vehicle regulatory aspects. Prior to this, he served as a senior director of motor vehicles division at the Ministry of Transport. Avner graduated from the Ben-Gurion University of the Negev with a Bachelor’s degree in mechanical engineering, and also holds a Master’s degrees in mechanical engineering from the Technion – Israel Institute of Technology.

Amir Foster worked as a Senior Energy Analyst in Israel's financial market. As of 2012, Foster Consultancy Group focuses on the energy sector, particularly natural gas. Gas companies, government ministries, and various organizations from Israel and abroad were among the company's clients. Foster was appointed Head of Strategy and Research at the Israeli Natural Gas Trade Association in 2016, and has served as Executive Director since 2019. He has been the chairman of the Strategy Committee of the International Gas Union (IGU) since August 2022. Amir holds a Master's degree in Finance from Tel Aviv University.

Ella Fried is a Senior Equity Analyst at Bank Leumi Le-Israel Capital Markets. Ms. Fried specializes in energy sector within equity research. Dr. Nurit Gal is the director of electricity and regulation division at the Electricity utility authority in Israel. In this capacity she is responsible for IPPs and renewable energy regulation and tariffs. Prior to that, Dr. Gal was the director of system analysis department at the IDF general staff, holding the rank of a colonel.
Dr. Gal holds 3 master degrees in operations research, in public administration and in energy policy. Her PHd title is: "Fuel Cost Uncertainty and capacity Investment in Competitive Electricity Markets".

Shaul was born in Jerusalem and raised in Be'er Sheva. He served in the Israeli Air Force for about a decade after completing academic studies, reaching the rank of Lieutenant Colonel upon his release. During his military service, Shaul studied at the high-level Yeshiva "Or Etzion". Following his military service, Shaul ventured into the construction business. In 1998, he was elected as the head of the Gush Etzion Regional Council and served in that role until 2011. In 2011, Shaul was appointed as the CEO of the Israel Nature and Parks Authority for a decade, and in 2022, he assumed the current position as the CEO at Noga – Israel Independent System Operator. Shaul has completed a MA in public policy from the Hebrew University. Married to Ruti and is a proud father of seven children.

Dr. Yair Grinberger is a lecturer at the Department of Geography at the Hebrew University of Jerusalem. He received his PhD from the the Hebrew University of Jerusalem, after which he joined the Geographical Information Science lab at Heidelberg University, Germany. In his Research, Yair is focusing on understanding human and social processes through the analysis of large-scale geographic databases and on modeling these processes for generating new insights for relevant future scenarios.

Itai Gutglick, CPA, Head of the Macro Department at the Electricity Authority, as part of his position, is responsible for determining electricity tariffs, implementing the decision to reform the electricity sector, advising the Minister of Energy on the issue of reducing the use of coal and compiling the annual report on the state of the electricity sector. In the past he held senior positions in the finance department at the Bank of Jerusalem. Graduated with B.A's degree in accounting and economics and a master's degree in accounting.

Doral is a renewable energy company that is currently promoting projects amounting to over 16 gigawatts of green electricity worldwide. As part of his role, Yoni is responsible for managing the business development activity of the company and its 15 employees. This activity includes the initiation and promotion of mega projects in almost all fields of renewable energy, joint entrepreneurship with leading companies in the business sector, as well as kibbutzim and moshavim, integration of energy storage and charging systems in the urban area, management of Doral's electricity supplier and the company's green electricity supply system which will generate alone turnover of half a billion NIS a year.

Ms. Sharon Hatzor has joined the Ministry of Energy at 2017 and started her role as Deputy Director General for Planning, Policy and Stratagy at 2020. As Part of her duties Ms. Hatzor is in charge for the Ministry's budgets, foreign affairs, policy and long-term strategic projects. Prior to her nomination as Deputy director in the Ministry Ms. Hatzor was the head of policy and strategic projects division. Before joining the Ministry of Energy, Ms. Hatzor was the director of economic team at the Israeli Antitrust Authority. She was in charge for the endustry market, performing economy market examination of mergers and restrictive arrangements. Ms. Sharon Hatzor holds a B.A in economics and a Master in Bussines Administration.

שרון חצור הצטרפה למשרד האנרגיה בשנת 2017 וניהלה מספר פרויקטים אסטרטגיים רחבי היקף ביניהם האצת פריסת רשת הגז הטבעי. מאוחר יותר היא מונתה לראש אגף מדיניות ושנה לאחר מכן היא מונתה לסמנכלית תכנון מדיניות ואסטרטגיה במשרד. במסגרת תפקידה שרון אחראית על תקציב המשרד, מדיניות החוץ, תוכניות העבודה, רגולציה ועל חטיבת המחקר והאקלים המתגבשת בימים אלה. לפני שהצטרפה למשרד האנרגיה שרון הייתה ראש צוות וכלכלנית במחלקה הכלכלית של רשות התחרות והובילה חוות דעות בבחינת מיזוגים והסדרים כובלים בתחומי המזון והתעשייה. שרון בוגרת תואר ראשון בכלכלה וניהול ותואר שני במנהל עסקים בהתמחות במימון. שרון בת 35 , מתגוררת במבשרת ציון והיא אמא של רוני ושל אורי ובת הזוג של יונתן.

Mr. Chen Herzog is the Chief Economist of BDO Consulting Group Israel. Herzog is an Energy and Gas expert. He is the head of the Energy Economics program at the Technion continuing education division. Has more than 20 years of professional experience in economic consulting and advisory for international corporations, government-owned entities and large companies in Israel. He has performed valuations, written economic opinions on complex issues and has advised on mergers and acquisitions.
Chen has a deep understanding of a wide range of industries including energy, natural resources, defense industries, chemicals, transportation, communications, infrastructure and airports. Chen provides expertise in economic and financial analysis of sector trends, forecast modeling, government policy and macro-economic factors.
Mr. Herzog holds an M.A. in Economics from the Tel Aviv University.

Honi Kabalo (M.A) is an energy and environmental economist specializing in renewable energy, electricity regulation, business model development, energy supply, and energy storage. Served as Head of the Renewable Energy at the Israeli Electricity Authority (2012-2018) and was responsible for the design of the economic and commercial regulation in the field. Currently, he holds the position of Director of Israel Business Development at Enlight Energy, where he oversees the company's transition to electricity supply from renewable sources to consumers and manages the energy storage sector within the company.

Dr. Racheli Kreisberg serves since January 2016 as the Innovation Attaché of the Holland Innovation Network, Ministry of Economic Affairs, at the Netherlands Embassy in Israel. She is responsible for developing R&D and business collaborations between Dutch and Israeli companies, universities, and research institutions. Her work is focused on the High-Tech Systems and Materials (HTSM) top-sector, i.e., photonics, robotics, cyber, agro-tech as well as the Life Science and Agro&Food top sectors. Prior to this position she managed her own consultancy company that specialized in the initiation and management of collaborative EU research projects, and she serves as an evaluator of the EU. Dr. Kreisberg was the Head of the Bioinformatics Unit of Tel Aviv University between 1998-2005. Dr. Kreisberg holds a PhD in Biotechnology and Molecular Microbiology from Tel Aviv University (TAU), an Executive MBA from TAU, an MSc in Chemistry (summa cum laude) from the Technion Israel Institute of Technology.

Holds a degree in civil engineer from the Technion and an MBA from the Recanati School of Business at Tel Aviv University.

Mr. Oz Levi was appointed for the VP for Electricity and Regulation in the Electricity Authority as of November 2020. Levi's division is responsible for regulation of the electricity of the private sector in Israel in various aspects , including economics, engineering and planning of the electricity market. Levi is in charge of bills and principles formulation, promoting legislation, licensing as well as long-term planning, policy issues and more, dealing with a variety of factors within and outside the government Prior to that, Levi was Head of the Regulation Division in the Authority. Levi joined the Electricity Authority in 2013 after gaining extensive experience in Bank of Israel, where he began his career in 2005 as a referent. During the years 2010 - 2013, Levi is a graduate of Tel Aviv University in Economics, has an MA in Economics from Tel Aviv University.

Ms. Shirly LevI has served as the senior head of Planning and the Environment division since 2019. In addition to managing the short and long-term demands of the Production and grid Segments. She is in charge of integrating and coordinating the real estate and planning components of the Electricity Authority's regulation. Shirly advocates for the processes involved in selling the ICE power plants to the private sector in accordance with the reform of the electricity sector. Shirly also leads the authority's work on the 17 billion NIS transmission segment development plan for the years 2023–2030. In addition, She also writes policy papers for the Electricity Authority, including ones that discuss "burying new transmissions lines" and "raising the renewable energy target to 30% in 2030". In 2005, Shirly entered the field of infrastructure development, specifically the electrical infrastructure industry. She started her career as a project coordinator in The Committee for National Infrastructures, where she worked for nearly four years. She was employed with the Ministry of Energy in the Physical Planning Department from 2009 to 2019. Shirly graduated with a BA from the Ben Gurion University and an MA from Hebrew University of Jerusalem.

Fabrizio Mattana is Executive Vice President Gas Assets for Edison and CEO of IGI Poseidon. Engineer with an Executive MBA, he has been working over the last 20 years in the energy sector with experiences both in Italy and abroad over the different businesses and value chain of energy.

Amit Mor, an energy economist, energy strategist, and financial analyst, is the CEO and co-owner of Eco Energy Financial & Strategic Consulting td., an Israeli based firm that specializes in the energy, environmental, and infrastructure sectors. He earned his Ph.D. in Energy, Environmental and Mineral Economics at the Pennsylvania State University (1997). The topic of his dissertation was “Natural Gas Projects in the Developing World: an Empirical Evaluation of Merits, Obstacles and Risks”. He did his graduate studies in economics and business administration, as well as his B.A. degree in Economics, Finance and Psychology at the Hebrew University of Jerusalem.
During the past 29 years, Dr. Mor has specialized in energy finance and economics. He served as a consultant to governments, financial organizations, public and private companies in the fields of petroleum, natural gas, electricity and renewable energy. During the 1990’s he worked for eight years as a Consultant and Project Manager at the World Bank in Washington D.C., and specialized in the finance of natural gas, power and energy projects, as well as in reform planning of energy and environmental policies of developing countries. He was engaged in assignments in Middle Eastern, European, Asian, South-American, and African countries. During the 1980s he served as an Assistant to the Israeli Minister of Energy and Infrastructure and as a Chief Economist in the Economic Planning Authority in the Ministry of Economic Planning.
During the past 20 years Dr. Mor and Eco Energy worked intensively on issues concerning the development of the Eastern Mediterranean and Israeli gas sector. Dr. Mor and his partner Shimon Seroussi also lead the team that prepared the Energy Master Plan for the State of Israel and participated in the World Bank team that prepared the Energy Sector Review for the Palestinian Authority.

Eitan Parnass is the founder & Director General of the Green Energy Association of Israel, the main Renewables, Energy Efficiency and EV advocacy organization in Israel. Established in 2009 by Parnass, GEA-IL is promoting the implementation of green energy in Israel, using the professional industry knowledge & skills. Parnass is also a public pro-sustainability activist involved in numerous initiatives to promote sustainable economy in Israel and worldwide, including the formation of the Global Solar Council, launched at Paris COP21, where he served as Board Member & Secretary (2015-2017). Parnass has also served as Board Member to various NGOs and also acts as Vice President of GIREC (Israel-Germany Renewable Energy Committee).

Ms Elizabeth Press is Director of Planning and Programme Support in the Executive Office of the International Renewable Energy Agency (IRENA). She leads the Agency’s programme and strategy development and related activities in IRENA governing bodies. Ms Press represents IRENA in climate-focused organisations and initiatives and leads several special projects, including geopolitics of energy transitions. She also oversees diversification of the Agency’s resource base and is IRENA’s focal point in Europe.
Ms Press has served with IRENA since its inception in 2011. Before joining the Agency, she worked for some 18 years in development and peace and security, predominately with the United Nations. Ms Press served in Africa, Europe, Middle East, North America, and South-East Asia. She has an MA in Public Administration.

She joined the Israeli Ministry of Foreign Affairs (MFA) as a cadet in 1988. She served as a consul in Sao-Paulo, Brazil (1992-1996) where she was chosen by the MFA as an "Outstanding Diplomat of the year 1995."
She served as Consul General to the Southwest of the USA, in Houston, Texas (2002-2005). The consulate under her command was chosen by the MFA to be honored as the "Outstanding Team of the year 2003." 2006-2007 – Head of Israeli Media department, serving as the Ministry's spokesperson to the Israeli media.
In 2008-2015, she served as Head of Bureau for Middle East Economic Affairs at the MFA. In this capacity she has been involved with the advancement of Israel economic relations with Middle East countries, working with the business community and economic institutions, academia and research centers, international organizations, embassies, relevant ministries and governmental agencies.
2013 - she was awarded the Foreign Ministry's Director General's Award of Excellence for initiating and leading the strategic-economic project turning Israel into a land corridor for regional commercial traffic with Israel's neighboring countries.
In 2015-2017 She served as Ambassador of the State of Israel to the Republic of Cyprus.
She was in charge of Women's Status at the MFA (2006-2009). She also served as the MFA's representative to the Consulting Committee of the Authority for the Advancement of Status of Women in the Prime Minister's Office.
2000-2001 - served as the elected chairperson of the workers committee of the Israeli diplomatic service, advocating for excellence in the diplomatic service.
She participated in numerous diplomatic delegations to international fora and dialogues.
Holder of MA degree cum laude from Hebrew University in Geography and Urban Studies and a BA degree from Hebrew University in Geography, Sociology and Anthropology.

Yair Rubinstein, who has 20 years of experience with the natural gas system in Israel, began his career as an engineer at TAHAL, editor of the Natural Gas Master Plan, editor of Tama 37, partner in preparing the Israeli standard and designer of many transmission pipeline segments. Then served as CEO of TMNG for 7 years where he engaged in detailed planning and construction of transmission systems in Israel and abroad, onshore and offshore, was a partner in the distribution company Rotem Natural Gas in Jerusalem and dealt with principle design, detailed engineering and construction of many facilities of gas supply systems for Noble Energy and Energean, of transmission systems for INGL, Design & Construction of distribution pipelines and connection of many factories and power plants to natural gas.
Today he serves as VP of Business Development at INGL and is responsible, as part of the company's management, for the continued development of the transmission system for export projects, connection of IEC’s coal-fired power plants, preparation of INGL to the hydrogen economy, upgrading of customer relation management, and for the innovation in the company

Shimon Seroussi is a graduate of the Tel Aviv University, where he earned a Master’s degree in economics and a B.A. in statistics. He developed specialization in project finance and investment management including economic consulting to projects and businesses, and preparation of business plans and company valuations.
For more than 20 years Mr. Seroussi served in managerial positions in the Bank of Israel and in the Israel Securities Authority. In these frameworks he worked closely with the banks and with the Ministry of Finance and conducted supervision on the Tel Aviv Stock Exchange and on prospectus and financial reporting of enterprises that issued securities to the public.
During the past decade he was a member and coordinator of several public committees that dealt with reform, privatization and structural changes in the electricity, petroleum, water and telecommunications sectors in Israel.

Ayalon Vaniche is the CEO of EDF Renewables Israel, a subsidiary of the French utility EDF dedicated to renewable energies. Ayalon lives since 2007 in Israel with his wife and their 3 daughters. He graduated as an Engineer from the French Ecole Polytechnique and holds a Business and Public Administration degree from the Corps des Mines. He started his career as a civil servant in the Paris Region, as Head of the regional energy department and advisor of the Préfet. He then became a personal advisor of the Minister of National Education, Research and Technology, and Head of the Department of technology and financing for innovation. In 1999, Ayalon joined McKinsey & Co where he became an Associate Partner. For 12 years, he advised the top management of major industrial companies and banks on their strategy and organization projects in Europe and in Israel, before joining EDF group in 2011. Since then, Ayalon manages the sustained growth of EDF Renewables in Israel, through the development, financing, construction and operation of clean electricity projects. The company employs 99 people in Israel and operates 34 solar plants totaling 583 MW of installed capacity. EDF Renewables Israel heavily invests in the development of dozens of new ground-mounted solar, floating solar, agro-PV, wind power and electricity storage projects, and hundreds of industrial and municipal rooftop solar projects in Israel. The company holds a license of Power Supplier and has become the leader of green electricity supply to corporate clients. EDF spearheads technological innovation in the field of energy transition and supports Israeli start-up companies through its Environment and Sustainability Innovation Lab (ESIL).

Asaf Vitman is the Chief Executive Officer of IPM - Be’er Tuvia, a special company who developed and operates a private 450 MW power plant in Israel. Under his position the company built a cutting edge power plant, achieved a successful international financial closing of NIS 2.3 Billion based on a new zoning plan, a revolutionary regulation, natural gas supply agreements and cooperation with leading global companies.
